Hoping to learn the reason for the change I submitted a FOIA request on January 14<sup>th<\/sup> to the Department of the Navy.<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">&nbsp;<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">On March 5<sup>th<\/sup> I received a response to my request along with several documents:<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">&nbsp;<\/font><\/div>\n<div><a target=\"_blank\" href=\"http:\/\/www.pagenews.info\/foipa\/rtf\/\" title=\"http:\/\/www.pagenews.info\/foipa\/rtf\/ CTRL + Click to follow link\"><font size=\"2\" face=\"verdana,geneva\">http:\/\/www.pagenews.info\/foipa\/rtf\/<\/font><\/a><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">&nbsp;<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">Unfortunately I do not have the expertise to understand the technical data contained in the reports. Worse, the information I am interested in, to wit: the exact second of the WS2012 both before and after the change, is not easily discernable &ndash; assuming it is there at all.<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">&nbsp;<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">Earlier today I had a conversation with <em>John Bangert<\/em> of the NGO who basically told me that what I wanted to know is most likely unavailable. He tried to convince me that the exact second of WS2012 is irrelevant and even the hour and minute have no practical value other than possibly to calendar makers. But what I did learn is that though the time of WS2012 is unimportant &ndash; at least to astronomers &ndash; it is the location of the planet with respect to the Sun that determines a WS. It is the space &ndash; not the time that is noteworthy. As you will see in the documents, the reason that WS2012 is now at 11:12 is because that is the closest point in time to an Observer Ecliptic Longitude of 270. Maybe I&rsquo;m not that far off when I state that 111121122012 is a cosmic coordinate.<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">&nbsp;<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">In a prior telephone conversation with Naval Freedom of Information Act Officer <em>Geoff Chester<\/em>, I was told that the change in time was merely due to &ldquo;rounding off&rdquo; to the closest minute. Regrettably nothing in the documents shows the &ldquo;before&rdquo; and &ldquo;after&rdquo; in seconds.<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">&nbsp;<\/font><\/div>\n<div><font size=\"2\" face=\"verdana,geneva\">Thus until I see evidence to the contrary, I will assume that WS2012 is still within the 60 second window of 11:11. But does it really matter? I believe that the initial 11:11 connection with WS2012 was a message that a portal will be opening then. On WS2012 @ 11:11 I will take a leap of faith.
